Turnover in state or union territory definition

In the definition of turnover in state or turnover in union territory, " Total value of turnover of a TAXABLE PERSON should be taken " , is given. Taxable person means registered person or person liable to take registration. So, when calculating turnover in state/ Union territory, Should we take total of turnover registration wise . As there can be multiple registration within a state , under One Pan ?
