"Why they want to do" vs "what they want to do"

In the book it says: "why they want to do represent strategic intent of the firm" but "what they want to do" represents what? is not written. Can you tell me?

What they want to do would be a part of vision and mission.
But Strategic Intent covers V, M, Obj, Goals, Business Def, Business Model and all that does it not?
